How is SpaceX is not in violation of export controls?

I think (not sure here but this is what I figured) that russians bought starlink terminals under cover in other countries, and that it's not that simple to turn of arbitrary terminals in the warzone. Who is a bad one, who is a good one?

Obviously especially if musk/starlink doesn't actually do anything about it.

Glad they are, FINALLY, trying (being forced I guess) to do something about it.
