Try enabling the "Resizable BAR" function for your GPU in the BIOS. I know it sounds weird, but I had a very similar issue in the past couple weeks, and that solved the problem. Then again I'm on AMD, so I'm not sure. I don't know if it was a mesa driver thing, or an updated kernel thing.
