So Google wants to damage the reputation of their biggest and still most important service, search, in order to try and bolster the ad revenue of a much smaller service, video. Great thinking! I'm sure this damage to their credibility of their main revenue business will not come to haunt them later.

Yeah, perhaps the ARRL will let their members know about the petitioning period. Maybe a week before. And then they will draft a sternly worded letter to the FCC saying "pul-lease don't!" And then claim credit for any and all concessions made.
