Milan for most of the time it was near the top clubs in the world, it was playing in serie a, which was far more competitive, with far more star/quality players across the seven sisters (Milan, juve, inter, Roma, Lazio, Fiorentina, Parma) than anything Liverpool have competed against in the premier league. Only after 2005 did the premier league start to overtake serie a, but that was 17 years already of Milan being right up there.
