An I9 would usually be used for professionals or people who want the most performance possible. A current gen i5 will be more than enough for all of the games you listed as they're all a few years old or not very demanding. If you're looking for a desktop chip anything above the i5 13400F will be fine

Right now for me on reddit I'm using about 20w with my 13600KF, if you're worried about power consumption you can always under volt and add a power limit
