If the fine is less than the amount of donations received, then it just becomes just another cost of doing business.
Don't forget they legalized bribery long before making coups legal. That's when they were testing the waters. Now they know they can be blatent with their rulings and noone will hold them accountable.
I'm pretty sure that Quantum of Solstice was hampered by the 2007 writers strike with production starting before the script was even done. Unfortunately, that really messed with the story arc and the next two films were spent trying to pick up the pieces.
