I did not expect the Steam Deck to perform so well at 15w. Very impressive.

Watching nothing but CNN for 24/7 doesn't seem like a particularly realistic test. Also basing conclusions on a sample of 1 is also rather misleading.

Since we are doing anecdotal "evidence", here is mine tonally scientific test: I bought my Alienware aw3423dw at release and have been using it as my work and gaming monitor since than. I use dark mode and don't watch CNN on my monitor, but it has over 6000 hours of use so far and no burn in...

I am curious about why this form factor is so much more popular than mini laptop like GPD Win Max 2

It has a smaller footprint making it easier to carry. The fact that it is a fully enclosed laptop means, you don't need a carrying case. You aren't going to accidentally snag a joystick and break it off while it is in your bag without a case.

You also have a normal keyboard and mouse which lets you use it a standard laptop. Windows UI is build around the use of keyboard and mouse and this provides it.

That very much depends on what you mean by best portable gaming device. It will have the best display and best hdr, but most other handhelds will handily outperform Steam Deck since the apu wasn't upgraded.
