If you speak Kremlin, that's their way of saying that they want us to think that they are considering using nuclear weapons. It's the younger-sibling-on-a-road-trip's "I'm not touching you" of nuclear threats.
If it was the Mexican army using a donkey to drag this piece of equipment, it could be an under-burro grenade launcher.
