The independent states would trade goods and concessions like any US or EU state would, gaining their own regional wealth with any tradingpartner - and each other that would unleash a lot of developmental potential. Parts of east Russia could be a second Canada. The problem will be, that in the case of a state implosion, the collaps could lead to an annexation of the eastern parts by china, justified e.g. by ethnic arguments. In the case of a revolution (slim chance with russians), those states could be hold by a future russian democratic republic. It is mainly in the hand of Russians - and its not looking good.
