It is absolutely without justification. The language of the HEROES Act allows the Secretary of Education to "waive or modify any statutory or regulatory provision applicable to the student financial aid programs under title IV of the Higher Education Act of 1965." This is not a loophole, it is the law, passed by Congress. And regardless of any foreseen impact on the economy, SCOTUS should not legislate. Otherwise, they're just an activist court.

Team Fortress 2 is a good choice. I used to play it when I was getting into PC gaming but still only had integrated graphics. I recently got back into it, since it's pretty much the only FPS I really enjoy. The game hasn't had updates in a while, but it still has a dedicated player base.
The fewest bugs that their QA team has found. But everyone knows the real QA testing starts on release day.
It is an amazing series. I started from 0 and eventually ended up 100% completing all the games that are on Steam, including the Judgement games and Ishin (great game, but probably the only 100% I regret). I'm really looking forward to Gaiden and 8.
