I have a 13700k not overclocked and a 4090 and I don't see a bottleneck at all, everything runs very well. Is something else happening you may not be recognizing? Upgrading to a 14 series won't do much for you expect cost you money, by all accounts it would be closer to a "sideways" upgrade over an actual increase in performance.
