In theory that would be a great thing. A good DM can push the players while still being fair. I expect though that the hardest difficulty is going to feel more like an adversarial DM, which is not fun.

Yeah it's got to be hard to program the AI to let off the gas an invested DM would know how to do naturally.
I watched Larian's segment on Tactician difficulty and it was brutal. The AI of the mobs is cracked up and they take any advantage in the area.
