Does the OLED display draw more power than LED?

Same peak, lower average is what I've understood so far. At least as far as Valve has described it to tech press.

Due to the nature of OLED screens darker scenes will use less energy

Ugh. Is OLED going to carry forward the handicap of not being able to reach down to 30hz from all kinds of LCDs so far?

But why do you care? You can do 30 FPS at 60 Hz. Or 35 FPS at 70 Hz. Etc etc. There is way more playing ground now with the higher refresh rate caps, and you can achieve any reasonable framerate cap you might want.

I assure you that you wouldn't notice the battery life difference of 30 Hz vs 60 Hz. But you WOULD definitely notice the flicker.

Low frame rates look bad on OLED regardless of set refresh rate.
