The i5 does still hold up pretty well, but it's only got six logical cores and no hyper threading. So it's not too hard to end up core limited, like you're seeing right now. Especially when you put a 6700 XT on it. Even if you weren't core limited, you'd likely be bottlenecking it via IPC limitations. You could go for a 8700K, which add hyper threading, but I would suggest getting an i9 9900K for the two extra cores and threads, as well as higher clocks. You might need to flash the BIOS to a newer version to run the 8th gen CPU in your board. If you don't want to go with the i9, I would suggest going with at least the 9700K, which has eight cores, with no hyper threading. Also, you'll likely need a cooler upgrade for any of those options.

CPU Cooling problems: Just like 95C is normal for Ryzen, 100C is normal for Intel CPUs in many workloads. If you're worried about CPU temperatures, please look at reviews for the laptop or CPU cooler you're using.

its a 6 year old 2.8 ghz 6 core 6 thread cpu trying to play a game made for a modern console running an 8 core 16 thread cpu. your chip is way too weak, a good bit below the recomended settings
Yea your CPU is bottlenecking your GPU since it's pegged at 100%.
If you have a z board and decent cooler cheap option would be to grab a 8600k and overclock it to 5ghz, plus you can coin a bit back by selling the 8400. If you dont have a z board try and find a cheap 9700 for the extra cores
