Easy answer. Not bothering with low hanging fruit. Going after other crimes. If I had to guess at some point word was passed around /down to go after more serious crimes.

Don't forget warnings and education instead of the cop saddling someone with potentially hundreds of dollars in fines just for missing an obscured sign, or something similar.

No way this explains a 97% drop. This is an intentional act of protest/contempt for the people they serve. No other way to explain it.
