They can't their maps don't include New Zealand.

If a nuclear power who doesn't like the USA is involved, they could nuke all of their allies, which includes nz
OK, and what advantage would they gain by this?
Well, without that region, no one could stockpile forces to run through Asia in a single turn and blockade from the Urals to soak up the bonus reinforcements from occupying the entire Eastern half of the board. So there's that, I guess?
I really had no idea relations between the North Island and the South Island had degraded to a point where that question has to be raised.
