My cat is like that. She's terrified of the vacuum but is always nearby because as much as she's scared, she's even more curious.

The scared pupper is just trying to make sure you are safe from the vacuum.
My kitty does it for me. He is terrified of the shower curtain but he will stay in the bathroom until I am out of the shower. Then he wants out again.
Your dog is the best! Terrified but still wants to protect you!
