The bicycle infrastructure is decades behind the Europeans, especially the Netherlands and the large cities in Germany. For example, there are traffic signals controlling bicycle traffic. The other problem, the lawyers can defend an idiot running red lights on a bicycle.

I sympathise with the message but cycle infrastructure in German cities is bad to the extent there are parody songs about it

It might just be the only way to actually get them to pay. It's not like they can get their bike registration held for payment or something. In a car there are avenues of punishment that just don't exist for pedestrians/bikes. I walk around the Bronx fairly regularly and see bikes of all kinds just running lights and acting recklessly all over. There has to be enforcement for a law to mean anything.

Why not "pay or warrant" instead of "court date or warrant"?

No idea. I'm merely speculating on a possible reason. Possibly due to the kind of identification car drivers are required to carry, it makes them easier to identify so higher penalties aren't required to force compliance.
