This absolutely doesn’t apply to 40K. They will bomb a planet based on a hunch. Maybe they are heretics.

that's a meme they don't actually do that exterminatus has been overutilised by certain inquisitors like kryptman but he was fired for that he continued doing inquisitor stuff anyway as news travels slow and not very effectively so he could get away with doing some stuff still but I don't think he did any more exterminatus as that would've got him caught most inquisitors don't like using exterminatus too much even if the imperium has a million worlds each planet still pays a tithe they don't want to lose they don't want to lose the food production of an agriworld or the manufacturing output of a forge world or you get the point unless they absolutely have to and know it's lost anyway and the enemy's gonna get it and they can't get it back or atleast can't without more effort than it's worth

Exterminatus isn’t the only way they bomb planets though. There is a good Warhammer horror novel on some of the shit they do and how quickly they recover a planet for economic and agricultural gain.

The ORC only hits one enemy, the laser is sweet and will definitely get you out of a jam but only 3x, and even the 380 isn't going to destroy a whole planet, you can drop one on a small map even and still be safe. The orbitals in HD2 are barely even playing the same sport compared to the ones in 40k that glass whole planets. To me it seems reasonable that planetary destruction would be a last resort compared to a glorified artillery strike.
