It's not an off-leash park. As I'm walking home from work in the middle of the night a group of three big dogs (some kind of husky/shepherd mix) charge at me, barking. Each time some guy way off in the distance calls out "It's ok, they're fine" and then yells at them to come back, which they sort of do. I call back "it's not ok" each time.

They didn't bite, but it's still an attack, and shouldn't be my problem. I've been bitten while minding my own business before and it sucked a lot.

This has happened three times in adjacent parks in the last month. Same guy, same dogs. I don't want to call the cops because where I live they are prone to escalation and I'm not looking for that. It sucks that this guy hasn't learned that yelling at them after the fact is not a substitute for proper training.
