Instances need to have 1 person subscribe to a community to have those posts federate to their instance. Its likely that some Instances are running bots that subscribe to an instance so its visible for their users.

Nope. Every individual community must have a sub to be pulled in remotely.
Yes, it’s the bots that subscribe to federate the communities.
