I'm not sure Ilham Aliev cared about the loss of anything except for the plane itself. Azerbaijan is another Ruthless genocidal dictatorship that's been ruled by the same family since the fall of the Soviet union.
They are objectively a mini russia. Except turkic Islamic instead of Russian orthodox.
