Generally, an artifact should be 100+ years old, but this is a flexible requirement if you find something rare and suitably linked to an era of history, not a strict rule. Anything over 100 is fair game regardless of rarity.

That one in the middle definitely was inspired by ~~some~~ adult toys.

Oh, right. The truncheon. The truncheon for criminals, the truncheon chosen especially to beat criminals...
The third one is flanged for safety and tapered for easy insertion.
Constable Odo's staff was minimalistic, compared to these adorned ones.
All I see are punisher skulls
I like the 3rd one from the top since it appears to be nicely weighted, and it can double as a dildo.
Some of these look like dildos.

The bottom one is more like a stamp, to decorate criminals and general rapscallions with a damn good thrashing I presume.
