The only acceptable circumstance is if you both talk to each other at the exact same instance. Extra leeway is granted if you say the same exact thing. If the utterance interval exceeds 250ms, the earlier speaker must turn themselves over to the authorities.

This isolationist mentality of 'do not speak unless spoken to' is one of the more repulsive aspects of modern society. It either implies that only certain people should be worthy of the privilege to initiate conversations, or that nobody should be able to outside of required interactions dictated by circumstances of business or socially mandated exchanges.

Are people so disturbed that anyone would speak to them? There's no hope for improvement of the fractured society we live in if every message needs to be filtered through a screen and displayed to a pre-determined audiance.
