Is this supposed to select the account to submit the comment as? If so, this isn't working as I tried selecting my other account and it still submit it as the one initially selected.

I'm not a 100% sure but maybe it's am artifact from the reddit version. Maybe selecting it would toggle mod mode on and off.
I just think it as a way of showing which account you are posting from
