Because, as Vice President, she has 2 jobs:

  1. Step in for Biden if something happens.
  2. Break tie votes in the Senate.

That's pretty much it. Ukraine? Gaza? The border? Policy in general? Not her dance... unless it comes down to a tie vote in the Senate.
