I don't like seeing miltary spending increase, but the social/economic funding is just because there was a spike for the pandemic, right? I wouldn't call it a fare comparison.

That doesn't make any sense, why should social spending go down after the pandemic if there's clearly plenty of money for it as illustrated by the military spending. Clearly, the benefits people got during the pandemic could've been continued and even increased going forward. Yet, instead Biden regime chose to spend funds on the military while cutting social service.

That’s one way of seeing it. Another way might be “the years conservatives are in control in Congress are years with lower social service funding”

If you like, but because of the way the electoral system is set up they have a structural advantage that can only be overcome by economic collapse and social disruption. We never have a Democratic majority without a major disaster under Republicans.

I guess it's "fortunate" that every time Republicans get elected, major disaster follows.
