Nein, das ist nicht das gleiche.

"He walks [all] over you" = "Er trampelt auf dir rum"

"Er geht über dich hinweg" finde ich schwieriger direkt zu übersetzen. Vielleicht sowas wie "He is bypassing you in the chain of command".

Das sagt man gar nicht. Niemand spricht so.

Vermutlich ist gemeint: "Er übergeht dich". Dazu nennt deepl drei Übersetzungen:

He passes you over.
He ignores you.
He overlooks you.

Denke ich auch. "He walks all over you" ist entweder:

Das ursprünglich Gesagte ergibt jedenfalls so keinen Sinn.

Und "jemanden übergehen" ist eine andere Redewendung: to omit so / to pass so over / to ignore so.

Wenn es wortwörtlich gemeint sein sollte, dann „Er ist über dich drübergegangen“.
