I'm gonna go with Napoleon purely for the legal code and opening the door for revolutions.

I mean the UK were already way ahead of France with regard to legal code at that point and kind of inspired Napoleon due to their earlier failed revolution being taken as a learning point by those in power rather than an opportunity to crush more dissidents
