Rugby punters would be the greatest thing to happen to the sport ever. First thing, some rugby players would dominate as running backs. Imagine a punter who can run like a speedy fullback and gain the first down yardage or blast the ball downfield and pin opponents in bad field position. And, and worst case scenario, if a returner breaks through imagine that punter with enough speed and open field tackling power and ability to bring them down.

That last bit is a fair point. Kickers are traditionally terrible at tackling, it might be worth it to pinch a bench rugby player with a boot so they can save a few breakaway returns.
Having played both, Squidge is right though, the games have very little cross over. Even the tackling mechanics only transfer one way, since loads of American football players build up bad habits wearing pads.
