This should protect against anything besides a direct hit with an explosive. This will help against shrapnel injuries. After you put one of these in place you would line the top and sides with sandbags or even just dirt piled up if you can't get sandbags. Then you run to the shelter if you hear incoming. Our bunkers in Iraq in 2003 were similar.

Yeah, something like this I would expect to be underground. I would trust a random basement more than this.

Well no duh a basement is going to protect better, but these are much faster and cheaper to build, so it's more likely you'll find one of these rather than a random basement. Won't protect you from direct hits but such is life, it's vastly better than nothing
