Either that or a response to the mafia like tactics that cops sometimes pull, where they’ll refuse police service to businesses that don’t tickle their balls just right.

I was an EMT for a bit. It was common for restaurants to offer a free meal or large discount while you were on duty. Chick Fil A was especially popular with the crew for how cheap it was.
