If you don’t find any help here, look into Transkribus. An AI-powered platform for text recognition. I’ve used it to transcribe material from 16-1700, but I’m sure you can find a model for 1800 Norwegian in there.

I need to point out that there did not exist an official standardized version of Norwegian independent of Danish before 1885. If it's an official document from before 1885 then it's probably in Danish-Norwegian rigsmål. In 1885 Landsmål (now Nynorsk) became a state sanctioned alternative. "Rigsmål" or "Bogmål" didn't diverge from standard Danish until reforms in 1907. So from 1885-1907 an official document could be either Danish or Landsmål/Nynorsk.
