Not a fan of this decision. Considering they said in MSFS2020 that they planned to support the game for a decade, it seems very premature to release a new game like this, especially since it seems like very little has changed in the engine to warrant an upgrade to a new product.
I'm assuming this is going the Train Sim World route where everything gets brought forward into the next version, but there are exclusive features locked to 2024. Not a big deal if there will be a substantial discount for previous owners, but I think we all know what Asobo is going to decide.
I don't think Asobo controls the decision here, but rather Microsoft. The same company that looked at free services provided by Google and Facebook and said "Hey, we can do data collection too!". Now, Microsoft is the main company that makes you pay for them to steal your personal data so they can fatten their profits.
