I would guess Worf, but that might be it. Maybe Picard now that he's in the new show?
Worf has the most appearances by far. 284 + 4 films.
O'Brien has ~205 appearances across TNG and DS9.
Picard has 209 + 4 films across TNG, DS9 and PIC.
Ah so PIC is what put Picard over the top of O'Brien. So clearly we need a Star Trek: O'Brien series so he can be back on top lmao

He's a professor at Star Fleet Academy. They could make him a regular in the next season of Prodigy, if that ever happens
