Well it sees to be clear why:
Profiteering: The act of taking advantage of a situation in order to make a profit, usually by charging high prices for things people need.
But then, this is the regulatory body put in place to keep these giants in check "taking a close look at these issues to consider whether tougher protections are needed"
Probably written by a person that happened to work for BT not long ago.
