Honestly, it's bullcrap and should be disabled as a feature; too easy for power-hungry mods to abuse.
I don't think mods can defederate, I think that power is limited to the site owner/admin. It also has a legitimate use, IMO. Without being able to defederate, spammers could create their own instances with virtually unlimited user accounts and communities, which would make them virtually impossible to block. Some level of censorship is desirable, IMO. Instances promoting loli, for example, should be defederated.
