Oleksii Danilov, the Secretary of Ukraine’s National Security and Defence Council, has emphasised that Ukraine will not use the long-range ATACMS missiles which are to be provided by the United States for strikes on the territory of the Russian Federation.

The particular missile in question has been frequently discussed for something like the last two years, as it's something that Ukraine has been after. At this point, I'd say that most people following the conflict have heard about it many times.

But, aside from that, I don't see what else one could reasonably ask for in a headline. It's a missile, and it's something that Ukraine may launch at Russia. Expanding the acronym in a headline -- which is not the norm -- certainly isn't going to explain to a reader much more clearly what it is.

I could maybe understand wanting more explanation in the article, but you're specifically taking issue with the headline, and I don't think that could be much improved upon.
