In an ideal world these APIs would be free. But corporations exist to maximize profit and their value is the user network and the content that users generate. Of course they will try to milk it as much as possible.
It's true, corporations are structurally incapable of being trustworthy due to moral hazard and/or conflicts of interest.
Therefore, they shouldn't own anything considered infrastructure (digital or physical), and they definitely shouldn't be allowed to self regulate or influence politicians.
