Crew shuttle that can make it from the runway to stable high orbit and back. My goal, by linking a series of single stage reusable ships, is to be able to take tourists anywhere in the system at no cost.

What are you using for engines?
9 RAPIER engines with enough air intake to make it to 30,000m before switching modes.
