I suspect that they have avoided adding that functionality because it essentially would put an end to the threat of biters
Very true. There's a popular mod for it, and yes it's kind of overpowered: https://mods.factorio.com/mod/Waterfill_v17 Although of course there are other mods that make the biters swim if you're into that
