Context:
Thinking about in some stories/shows where they deliver messages attached to arrows and wondering what a non-threatening method might look like.

Pneumatic Tubes come to mind.

Or a simple zipline with a motor/crank on side to retract the cart when going uphill.

edit: even simpler, a clothesline.
