But letting them test themselves was working just fine. Just ask all those dead max8 passengers.

The problem I'm alluding to is the fact that boeing only did very limited testing of starliner - and actually didn't do any testing of the thruster clusters inside the dog houses, just individual thrusters. All that testing should have been done years ago and before putting humans on board.
