This is mostly, a summary of the last chapter (that was scrapped for reasons) I can't put it after this chapter (also because of reasons) So, here you go!
Vaporeon has got a point. Although at what point do you eliminate the hazard instead of just mitigating the damage. At some point you have to at least put up a sign.
