I haven't figured out the angle yet, but I suspect it's a shadow ops to cultivate the biggest known blocklist on the fediverse. Please share your experiences and conspiracy theories.

Untill you can find a reason as to what the point of such a blocklist would be, you should assume that there is no hidden reason for it.

Every forum has a unique userbase, a blocklist made for one forum would not work for another.

The same goes for lemmy communities.

This obviously excludes a blocklist of bots, but a general blocklist?

The temporary bans are clearly to allow identification of repeat offenders, so that they can be psychologically profiled, to build a block list that targets a very distinct kind of user.

Isn't it more likely that it is just the mods issuing users a temporary punishment for breaking the rules hoping they learn?

Again, as I said before, unless you have a specific reason as to why they would be doing that, you can safely assume that they are not.
