Do you mean your preferred browser, or preferred browser rendering engine? I'm fairly certain all of the major browsers are available on iOS, but they all have to use the built-in Webkit engine.

You have to use safari, unless they changed that, you aren't allowed to change the default browser.

The default browser can definitely be changed. I’ve got mine set to Firefox.

Hasn't been the case for a few releases of iOS.
