If the economic situation in Europe continues to deteriorate then people with the means to do so will leave. They might not all go to the US, but that's not gonna be a small consolation to Europe. The only other real alternative is China because nobody else is funding this kind of research and technology development right now.

Similar trend in the US as well, it's also worth noting that the US traditionally is heavily reliant on immigration to supplement lack of good publicly accessible education. The states effectively outsource the cost to other countries, and then poach talent. If this pipeline stops then the states will be in trouble technologically.
