No, it hasn't. The point is, when you aren't being intentionally obtuse, that it actually would not be a multi-decade process that would require a large restructuring of laws, economics, medical care, etc. to move the launch facility, to a place where the rocket takes off from a low population area, with a trajectory over a place with no urban areas.

bwahaha, no, for the CCP, it would be even more monumentally hard:

they'd have to start caring about their citizens.

we pay lip service to such things, but neither gov really cares in the end. whether it's a chinese rocket or a colt AR clone 'pistol' neither really give a flying fuck.
