This one works pretty good for most modern TVs and is generally well made: https://apps.apple.com/de/app/tv-remote-tv-fernbedienung/id1539419805
It does have a subscription but it’s for premium features you might not even care for.
Though I would look into your current setup. If your TV supports HDMI ARC and your Apple TV is connected to that, it should be able to control the volume and also turn it on/off.
