Ironically, Russia started this sort of thing (to my knowledge). See for example https://www.bbc.com/news/articles/cldd7n97dvro where they paid random civilians to stage a propaganda photo. They never saw who actually paid them that little money. Russia considered them "disposable" and nobody cares if they get arrested or not.
